| The Health
Insurance Portability and Accountability Act (HIPAA), perhaps also known
as the Kennedy Kassebaum bill, was passed on August 21, 1996.
HIPAA establishes rules and
regulations for electronic data interchange (EDI), confidentiality of
health information, guarantees of health
insurance portability, and procedural guidelines often referred to as
"Administrative
Simplification". Health care providers, insurers, and
employers who fall under these guidelines must comply within two years
of their effective date.
